Why won't my Dodge Ram start? Mechanics Please help!?

2004 dodge ram won't turn over, the fuel pump is not running with the key in the on position. If I remove the starter relay I can turn it over with a power probe. If I remove the the ASD relay and power up that circuit I am able to get the fuel pump to run and gain the ability to crank over the engine with the key. But, it won't start. I rented a scan tool and it is unable to communicate with the PCM. I tried the scan tool on my friends car and it works fine. All the fuses are good. Even when I manually power up the asd relay, I can make it turn over but am still unable to get it to start.
